The Chicago City Council will vote Wednesday on an ordinance that will require independent event promoters (arts, music, theater) to purchase a license ($500 minimum) and insurance policy for every event they promote, even if the venue is already licensed and insured. Forget seeing independent touring artists in Chicago and kiss Schuba's, Metro, Martyrs, The Vic and more goodbye.
